ANSWER: I don't know if this is the cheapest, but I found Kam Snaps on Amazon for under $5.00 for 100 sets.

-- You will need snap pliers to apply plastic snaps. Lightweight and easy to use. 94 Colors to choose from!

For PUL, I found it for just over $9.00:
